No horn on a road in India is crazy! Most of the trucks have "blow horn" painted on the bumpers and drivers honk nearly constantly so that pedestrians and other cars know where they are. Santiniketan is a quiet university campus where classes are held outdoors under trees (really!) and the students ride around on bicycles, so they have a speed limit and this no horn sign.
